1.) Preheat oven to 350F. Slice off top quarter of each apple; set tops aside. Using a spoon, scoop out the core of each apple, leaving a ½ inch shell. Place apples in 1 2-qt. baking dish.
2.) In a medium bowl combine brown sugar, pecans, oats, butter, cinnamon and nutmeg. Using fingers, knead the butter into the other ingredients until you have well combined.
3.) Divide mixture among the 4 apples. Add apple top to each. Pour the water into the bottom of the baking dish.
4.) Bake apples, uncovered, for 50-60 minutes or until tender. Let cool before serving.
